THE MAYFLOWER COMPACT OF 1620
The Mayflower Compact 1620: "Having undertaken, for the Glory of God and the advancement of the Christian Faith and the honor of our King and country, a voyage to plant the first colony in the northern parts of Virginia, do by the presents solemnly and mutually in the presence of God and one of another, covenant and combine ourselves together into a civil body politic...."

ABSTRACT OF MR. HOOKER'S DISCOURSE
BEFORE THE GENERAL COURT AT HARTEFORD, MAY 31, 1638
.
Deut. 1. 13. - "Take you wise men, and understanding, and known among your tribes, and I will make them rulers over you." (Captains over thousands, and captains over hundreds - over fifties - over tens etc.)
Doctrine.`   I.  That the choice of public magistrates belongs unto the people, by God's own allowance.
II.   The privilege of election, which belongs to the people, therefore must not be exercised according to their humours, but according to the blessed will and law of God.
III. They who have power to appoint officers and magistrates, it is in their power, also, to set the bounds and limitations of the power and place unto which they call them.
Reasons.`   I.  Because the foundation of authority is laid, firstly, in the free consent of the people.
II.   Because, by a free choice, the hearts of the people will be more inclined to the love, of the persons chosen and more ready to yield obedience.
III.   because of that duty and engagement of the people.
Uses.`   The lesson taught is threefold: -
1st, There is matter of thankful acknowledgment - in the appreciation of God's faithfulness toward us, and the permission of these measures that God doth command and vouchsafe.
2ndly, Of reproof - to dash the conceits of all those that shall oppose it.
3rdly, Of exhortation - to persuade us, as God hath given us Liberty, to take it.
And lastly, - as God hath spared our lives, and given us them in liberty, so to seek the guidance of God, and to choose in God and for God..

THE FUNDAMENTAL AGREEMENT AT NEW HAVEN, JUNE 4th, 1639
[From the New Haven Colony Records, i. 11-17.]

The fourth day of the fourth month called June 1639, all the free planters assembled together in a general meeting to consult about settling civil government according to God, and about the nomination of persons that might be found by consent of all fittest in all respects for the foundation work of a church which was intended to be gathered in Quinipieck.  After solemn invocation of the name of God in prayer for the presence and help of his spirit, and grace in those weighty businesses, they were reminded of the business whereabout they met, viz., for the establishment of such civil order as might be most pleasing unto God, and for the choosing the fittest men for the foundation work of a church to be gathered. For the better enabling them to discern the mind of God, and to agree accordingly concerning the establishment of civil order, Mr. John Davenport propounded divers queries to them, publicly praying them to consider seriously in the presence an fear of God the weight of business they met about, and not to be rash or slight in giving their votes to things they understood not, but to digest fully and thoroughly what should be propounded to them, and without respect to men, as they should be satisfied and persuaded in their own minds, to give their answers in such sort they would be willing they should stand upon record for posterity. . . .

THE FIRST CONSTITUTION OF CONNECTICUT.
FUNDAMENTAL LAWS, ADOPTED BY THE INHABITANTS OF THE THREE RIVER TOWNS, 1638-9.
Forasmuch as it hath pleased the Almighty God by the wise disposition of his divine providence so to order and dispose of things that we the inhabitants and residents of Windsor, Harteford, and Wethersfield are now cohabiting and dwelling in and upon the River of Conectecotte and the lands thereunto adjoining; and well knowing where a people are gathered together the word of God requires that to maintain the peace and union of such a people there should be an orderly and decent Government established according to God, to order and dispose of the affairs of the people at all seasons as occasion shall require; ado therefore associate and conjoin ourselves to be as one Public State or Commonwealth; and do, for ourselves and our Successors, and such as shall be adjoined to us at any time hereafter, enter into combination and confederation together, to maintain and preserve the liberty and purity of the gospel of our Lord Jesus which we now profess, as also the discipline of the Churches, which according to the truth of the said gospel is now practiced amongst us; as also our Civil Affairs to be guided and governed according to such laws, rules, orders, and decrees, as shall be made ordered and decreed, as followeth:- . . .

All these are copied from the capital laws of Massachusetts, established (with her Body of Liberties), Dec. 1640, - except the 9th (against rape of a married or betrothed woman) which was enacted by Massachusetts, in June 1642.  One of the Massachusetts laws, punishing manslaughter with death, was not adopted by Connecticut, and only the first clause of the Massachusetts law against conspiracy, rebellion, etc., was taken.........................Trumbull, pg. 59

ECCLESIASTICAL.
Forasmuch as the open contempt of God's word, and messengers thereof, is the desolating sin of civil states and churches, and that the preaching of the word by those whom God doth send is the chief ordinary means ordained by God for the converting, edifying, and saving the souls of the elect, through the presence and power of the Holy Ghost thereunto promised; and that the word is set up by God in his churches for those holy ends, . . .
Forasmuch as the peace and prosperity of churches and members thereof, as well as civil rights and liberties, are carefully to be maintained, - It is ordered by this court and decreed, that the civil authority here established hath power and liberty to see that peace, ordinances and rules of Christ be observed in every church according to his word; . . .

SCHOOLS.
It being one chief project of that old deluder Satan, to keep men from the knowledge of the Scriptures, as in former times [by] keeping them in an unknown tongue, so in these times by persuading them from the use of tongues, so that at least the true sense and meaning of the original might be clouded with false glosses of saint-seeming deceivers; and that learning may not be buried in the grave of our forefathers, in church and commonwealth, the Lord assisting our endeavors, - It is therefore ordered . . . to teach all such children . . . to write and read . .so .. they may be fitted for the University.................................. .........Trumbull, pg. 128

This Code is very interesting; however, the main point is somewhat obscured by the elegant script.  Check the following paraphrase to see if it holds to the original meaning. (italics means modified, bold for emphasis - ed.)

The desire of that old deluder Satan is to keep men from the knowledge of the Scriptures, as in former times [by] keeping them in an unknown tongue i.e. Latin & Greek, so in these times by persuading men from the use of tongues i.e. Latin & Greek, so that . . the true sense and meaning of the original manuscripts might be clouded with . . deception; and that learning the Scripturesmay not be buried . . in church(es)! . . and with the Lord assisting our endeavors; - It is therefore ordered . . to teach all . . children . . to write and read . . . for the purpose of learning the Word of God ! !  so .. they may be fitted for the Seminary.
(All of the early Ivy League universities were seminaries producing preachers and biblical scholars.)
What happened to this magnanimous Purpose and Curriculum for public schools ? ! !
