If you have a sense that God is leading you further in this direction, it would be prudent to find out if there are similar programs that already exist in your school. Find out who leads it; talk with them; see how it works; ask how they got started, see if you can meet with them to observe or join etc. . There is no "How To" listed below that can make up for this kind of: up front, on site, first hand information from those with experience.
If you have a sense that God wants you to pursue a new program perhaps the following will prove to be some helpful resources and tools that you can use. One of the major tools is consensus and support for the various programs that is derived from surveys.
