Dear church or 501(c)3,
        I would like to briefly show you that your organization maybe overlooking a great asset or treasure that you don't realize that you possess.  But first you need to see two brief examples of how Churches Are Legally Lobbying taken from a video by Mat Staver Esq., Founder and Chairman of Liberty Counsel called Take Back America: Silence is NOT an Option! - 35:57m. YouTube  Oct 3, 2012; where he said, "Pastors don't leave their religious freedom at the church door!  Big Government leftists and organizations like the ACLU want pastors and church leaders to believe they're on the wrong side of the law when they speak truth about our culture.  He also stated: "No church has lost it's church exempt status ... for lobbying".   He suggests a Lobbying Committee which monitors the great asset or treasure with The Lobbying Budget.  Calculate your MINIMUM budget.    Sincerely,   Rick, Hisways.org
  1. 501(c)3 Lobbying defined by the IRS.Here is a slide taken from the video at: 24:20m. that defines Church Lobbying  based on manhours that a church is permitted to do without fear of the IRS' 5% to 15% Rule i.e. The Johnson Amendment.
  2. The calculation of the weekly Lobbying Budget using the 5% minimum for his "Do Nothing Church" at: 24:50m. , is 13.5 minutes per week. 
  3. At:  26:00m., observe the Church's Hidden Treasure of The Lobbing Asset! 
  4. Now calculate a month of the Lobbying Asset Budget i.e. 4 weeks of no prior lobbying of the "Do Nothing Church" is: 4 x 13.5 min. = 54 minutes of a manhour!
  5. In a quarter year or 13 weeks of no prior lobbying, The Lobbying Asset Budget grows to 13 x 13.5 min. = 175.5 /60 = 2.9 (2 hrs 54 min. of Lobbying manhours.)
  6. For the prior year i.e.52 weeks of the "Do Nothing Church's" Lobbying Budget would be 52 x 13.5 min = 702 /60 = 11.7 (11 hrs 42 min. of Lobbying manhours.)  What would a Lobbying Budget look like for a decade of no prior lobbying?
A Lobbying Budget would make it pretty simple to monitor the Lobbying hours and minutes accrued and used on a weekly or monthly basis.  It is a great treasure just lobbying at the minimum.
  1. Allowable 501(c)3 Lobbying in manhours at the Minimum of 5%. Mat's example of full time pastor and part time assistant at  27:33 min. into the video says that if your church has 1 - 40 hr. pastor, 1- part time assistant and 5 members that volunteer 1 hour per week or approximately 69.5 manhours per week, then at the minimum 5% Rule your church can use 3.5 hours of civic education or lobbying per week!  Calculate a month of no prior lobbying: 3.5 x 4 = 14.0  manhours.  Calculate a quarter of no prior lobbying: 3.5 x 13 = 45.5 manhours.  Calculate a year of no prior lobbying: 3.5 x 52 = 182 manhours which is equivalent to 4.5 40-hour weeks every year!  Think of the possibilities - perhaps, protecting our minor public school children, or voter registration, civic education classes, etc..  I'm certain that it means educating your members and prospects to vote righteously and truthfully.  After all aren't these the church's and the Bible's values?
  2. What if you delegate this Hidden Treasure of The Lobbing Asset; this Treasure of the Lobbing Budget to a LOBBYING Committee?  Count your hours.  Plan meetings, educate and lobby a school board policy. See Mat's Suggestions at 28:06m. and our Lobbying Suggestions below.

This could be an outreach to your parents and married couples with minor kids in public schools.  They really need protection from the outrageous policies of the public schools that prevent, obstruct and counter indoctrinate the kids from the pure, righteous and moral principles of training up their kids.  Mat Staver, Esq. from Liberty Counsel the author of the video reviewed here is also the author of a pdf document called: Parental Non Consent Form(pdf) Human Sexuality Instruction Parental Non-Consent Form.  Using his form as a Lobbying topic will unite your members and parents with kids in the public schools to educate and protect them..
