FL Legislative Update: 09/21/15:  This week in the Education Committee, Commissioner of Education Pam Stewart provided an update on the Florida Standards Assessment (FSA) validity study.  The Legislature required an independent third-party review of the 2014-2015 FSA prior to its use for teacher evaluations and school grades.  The review was conducted by Alpine Testing Solutions, an independent organization, which found the FSA is an accurate measure of the Florida Standards.  As a result, 2015 FSA schools will be used as a measure of student performance, in teacher evaluations, and to issue school grades.  ...  The Alpine study did highlight problems that occurred with the administration of the FSA and the report included several recommendations for improvement.  Commissioner Stewart has stated that she looks forward to working with the vendor and the school districts to correct these problems going forward.  An important fact for every Floridian to remember is that state assessments are not, and never have been, the only factor used to determine student promotion and graduation, or teacher evaluations.

The 2015 legislative session was in full swing when the FSA, or Florida Standards Assessment, computer-based assessments were administered; the FSA was developed by AIR, or the American Institute for Research. Many non-paid, greatly gifted researchers dove headfirst into the contract the Florida Department of Education had with AIR; red flags started flying, but we’ll save that for another post.
5. 2015-09 News | California Department of Education Admits Total Lack of Validity & Reliability Data for AIR’s SBAC September, 2015, In astonishing public testimony before the California State Board of Education on 9/3/15, retiring testing specialist and psychometrician Dr. Doug McRae gave evidence that the SBAC (Smarter Balanced Assessment Consortium) statewide test given in the spring of 2015 had absolutely no validity, reliability, or fairness data available in the entire department. SBAC is one of two federally funded, federally supervised national tests developed to assess the Common Core standards in English and math, PARCC (Partnership for the Assessment of Readiness for College and Careers), the test that Florida was about to adopt until Governor Scott removed the state from the PARCC consortium and the test by AIR (American Institutes for Research) was adopted instead.
