7/29/15  This is a page that lists all/most of the occurrences of "sexual orientation" in the Pinellas School Board District's Bylaws and Policies Manual as of 7/29/15.  Note in 2260 below that it states 
"The District shall fully comply with The Florida Educational Equity Act, F.S. 1000.05"
but it doesn't.  Where the FL statute 1000.05 identifies "gender" the PCSB uses the word "sexual orientation".  This is not fully compliant.  It is biased and inappropriate.    According to FL Statute.  Chapter 874  CRIMINAL GANG ENFORCEMENT AND PREVENTION 874.03 exercising your Amendment right of freely not associating with a "sexual orientation" person is a hate crime. Then the nondiscrimination policies of a simple government service suddenly becomes a crime if a person should choose to exercise their 1st Amendment right of freedom of assembly or not, and 1st Amendment freedom of religion.  The sexual orientation people have a different religion.

0121  Responsibilities and Authority of the Board
0123  Standards for School Board Member Ethics and Boardmanship
    School Board members shall obtain and abide by the Code of Ethics for Public Officers and Employees pursuant to F.S. 112.311 et seq.
Additionally, while serving on the School Board, each member shall agree to uphold the following standards:
A.  remember that the first and greatest concern must be the educational welfare of all students attending the public schools, regardless of disability, race, national origin, creed, sex, sexual orientation, or socio-economic status;

SB:  1122 - NONDISCRIMINATION AND EQUAL EMPLOYMENT OPPORTUNITY
The School Board shall comply with all Federal laws and regulations prohibiting discrimination and with all requirements and regulations of the U.S. Department of Education.  It is the policy of the Board that no administrative staff member or candidate for such a position in this District shall, on the basis of race, color, religion, sex, national origin, age, disability, marital status, or 
sexual orientation, be discriminated against, excluded from participation in, denied the benefits of, or otherwise be subjected to, discrimination in any program or activity for which the Board is responsible or for which it receives financial assistance from the U.S. Department of Education.

SB:  1140 - Discipline of Administrators
  A.  11.  Harassment or discrimination of a student on the basis of race, color, religion, sex, age, national or ethnic origin, political beliefs, marital status, disability, sexual orientation, or social and family background

 C.  The following aggravating and mitigating factors or circumstances will be considered when determining the appropriate penalty within a penalty range:  Pg 72
    16.    not harass or discriminate against any student on the basis of race, color, religion, sex, age, national or ethnic origin, political beliefs, marital status, handicapping condition, 
sexual orientation, or social and family background and make reasonable efforts to assure that each student is protected from harassment or discrimination;
    22.    not on the basis of race, color, religion, sex, 
sexual orientation, age, national or ethnic origin, political beliefs, marital status, handicapping condition if otherwise qualified, or social and family background deny to a colleague professional benefits or advantages or participation in any professional organization;

  General Policy Statement
  No employee, student, applicant for employment, volunteer, vendor, or member of the public, shall, on the basis of age, sex, race, color, national origin, religion, disability, 
sexual orientation, marital status, or any other characteristic protected by federal or state law or Board policy, be excluded from participation in, be denied the benefits of, or be subjected to unlawful discrimination or harassment under, any educational program, activity, service, or in any employment condition, policy or practice conducted by the Board.
   Definitions
  A.     Unlawful Discrimination is conduct which deprives a person of the opportunity to participate in employment, educational programs or activities, Board or school sponsored activities, or in any other activity offered or provided by the Board, on account of age, sex, race, color, national origin, religion, disability, 
sexual orientation, marital status, or any other characteristic protected by federal or state law or Board policy.
  B.     Harassment is conduct directed by a person or persons against another person or persons on account of age, sex, race, color, national origin, religion, disability, 
sexual orientation, marital status, or any other characteristic protected by federal or state law or Board policy, which is severe, persistent, pervasive, and objectively offensive to the point that the prohibited conduct substantially impairs the person’s participation in their employment, educational programs, school sponsored activities, or any other activity offered or provided by the Board.

2260 - NONDISCRIMINATION AND ACCESS TO EQUAL EDUCATIONAL OPPORTUNITY
Discrimination on the basis of race, ethnicity, national origin, gender, disability, marital status, or 
sexual orientation against a student or an employee is prohibited.  No person shall, on the basis of race, ethnicity, national origin, gender, disability, marital status, or sexual orientation be excluded from participation in, be denied the benefits of, or be subject to discrimination under any District educational program or activity, or employment conditions or practices.
   The District shall fully comply with The Florida Educational Equity Act, F.S. 1000.05.

This is where Pinellas County School Board went beyond their authority and miss interpreted the FL law on Educational Equity Act.  The legislature rightly identified the non discrimination to include "gender" because there are two genders; and, not sexual orientation.  These items should be fixed.  See below...

Chapter 1000  K-20 GENERAL PROVISIONS

    1000.05 Discrimination against students and employees in the Florida K-20 public education system prohibited; equality of access required.—
(1) This section may be cited as the “Florida Educational Equity Act.”
(2)(a) Discrimination on the basis of race, ethnicity, national origin, gender, disability, or marital status against a student or an employee in the state system of public K-20 education is prohibited. No person in this state shall, on the basis of race, ethnicity, national origin, gender, disability, or marital status, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any public K-20 education program or activity, or in any employment conditions or practices, conducted by a public educational institution that receives or benefits from federal or state financial assistance.
     (b) The criteria for admission to a program or course shall not have the effect of restricting access by persons of a particular race, ethnicity, national origin, gender, disability, religion, or marital status.

FL Statute.  Chapter 874  CRIMINAL GANG ENFORCEMENT AND PREVENTION
874.03  Definitions.—As used in this chapter:
(6) “Hate group” means an organization whose primary purpose is to promote animosity, hostility, and malice against a person or persons or against the property of a person or persons because of race, religion, disability, 
sexual orientation, ethnicity, or national origin.,
