But we know they include resolutions, because he and Thomas Jefferson penned the Kentucky and Virginia Resolutions in response to the draconian and unconstitutional Alien and Sedition Acts of 1798. SCOTUS Nullification Bill

1. An employment label i.e. an occupation, employment or temporary civil service position shall not be cause for prohibiting a personal religious expression on or off private or public property , on the job or off the job.
2. Convictions of slander shall be punished with punitive damages commensurate with the offense or offenses.

•  1962, ENGEL V. VITALE.  The U.S. Supreme Court struck down school prayer, the first [major] decision in which the courts re-interpreted the phrase "separation of church and state."
